is currently the higher education editor at the Heartland Institute. She was formerly President of the John W. Pope Center for Higher Education Policy, a nonprofit institute dedicated to improving higher education. She has also been the President of the Association of Private Enterprise Education, a national organization that promotes a better understanding of markets. She has, in addition, been a Senior Fellow of the Property and Environment Research Center, a Trustee of the Philadelphia Society, a member of the Advisory Council of the London-based Institute of Economic Affairs, Senior Editor of the cultural and political journal Liberty, and a member of the Editorial Advisory Board of Regulation, a magazine relating to public policy published by the Cato Institute.
